A local-government unit, CRWD's priorities are reducing peak flood flows and improving water quality while working with partners to enhance recreation along the Cedar River State Water Trail, which officially launched in 2012. CRWD is staffed annually by the Mower Soil & Water Conservation District.

Since 1953, Mower SWCD has provided local leadership to conserve, protect and enhance Mower County's natural resources while maintaining a viable economy for the county. Mower SWCD's mission is to coordinate and implement conservation projects while serving as a leader for natural-resource issues. In 2021, Mower SWCD was honored as "SWCD of the Year" by the Minnesota's SWCD association.
